Chief Academic Officer
As the Chief Academic Officer and VA Certifying Official at ICDC College, David Hall has 28 years of experience in postsecondary vocational education management, ranging from Placement, Student Services, and Financial Aid; he has held positions as Operations Manager, Campus Director, Regional Director/Director of Education, Regional Director of Academic Development, and Chief Academic Officer. Mr. Hall has been a Team Leader for Accrediting Council for Continued Education and Training (ACCET) during reaccreditation visits, and participated in numerous reaccreditation visits, training workshops, seminars, and webinars related to financial aid, admissions, default prevention, leadership, school operations, and compliance. Mr. Hall possesses a lifetime “Director Certificate” from the State of California Bureau for Private Postsecondary and Vocational Education. While Mr. Hall’s primary role is in new program development, compliance, and faculty professional development, he also serves as ICDC College’s liaison between local, state, and accreditation/approving agencies, the Veterans Administration, and coordinator of all site visits.

Moises E. Ponce
Director of Career Services
As the Director of Career Services, Moises Ponce oversees a staff of Career Services Advisors who are responsible for placing ICDC College Online students in internship and employment opportunities upon graduation. Mr. Ponce is responsible for identifying and partnering with hundreds of employers – located in the Los Angeles area and nationwide – that include government agencies, major corporations, non-profit organizations, and small businesses. Mr. Ponce and his team assist ICDC College’s Military students match their unique Military skills and experience with various civilian occupations to help them successfully transition from the classroom into the workplace.

As the Compliance/VA Manager at ICDC College, Denise Larocque has 25 years of experience in postsecondary vocational education management, ranging from Campus Director, Director of Financial Aid, VA Certifying Official, Foreign Student Advisor, and Senior Compliance Auditor for Financial Aid. Ms. Larocque is responsible for ensuring ICDC College compliance with the Department of Veteran Affairs regulations of VA educational benefits and financial aid, for Military students who wish to pursue certificate(s), Fast-Track Diplomas, and Associate Degrees.
